What Changed Since the May Edition

Nothing removed. But three developments since early May make parts of the previous Atlas outdated — and they're big enough that I've restructured around them.

Material Corrections & Additions

  • JULY 2 DEEP-RESEARCH EDITION: Ontario partially relaunched — the Workforce Priority stream went live June 26 (three tracks incl. no-offer physicians; portal reopens later this summer; old EOIs withdrawn). Draws resumed (CEC 516 on Jun 23; healthcare 475 on Jun 25; 34 draws / 89,067 ITAs YTD). Overhaul timeline firmed: Gazette late 2026/early 2027, high-wage factor possibly sooner via Ministerial Instructions ($30.77/hr median benchmark). New: AI professionals work permit announced June 4. Added four sections: 2026 in Charts (§7B), the Complete TEER Occupation Reference (§8C), 40 Lesser-Known Doors (§14B), and Eight Playbooks with workflows (§18B).
  • The Express Entry overhaul is now official policy intent, not a rumor. IRCC's Forward Regulatory Plan (April 1, 2026) proposes repealing FSW, CEC and FST and merging them into a single Federal High-Skilled Class. Public consultations ran April 23–May 24, 2026. The May edition listed this only as a memory-track item; it now gets a full section.
  • Ontario didn't just suspend streams — it revoked all nine. On May 30, 2026, O. Reg. 47/26 repealed every OINP nomination category. As of June 2026, no replacement streams are legally active. Ontario's province score drops from "Low" to "Frozen (transition)."
  • The TR→PR "33,000 pathway" is corrected. It is not an open intake — it's accelerated processing of existing PR applications (PNP, AIP, pilots, caregiver, agri-food) for people in smaller communities 2+ years; Toronto, Vancouver, Montreal and all CMAs are excluded. ~20,000 expected in 2026.
  • The leaked CRS redesign details are in: a three-tier high-wage occupation factor (1.3×/1.5×/2× national median wage); proposed removal of the spousal grid; possible cuts to sibling, Canadian-study and French bonuses; possible scale-back of the PNP +600.
  • Fresh draw data through June 25: 34 draws, 89,067 ITAs. French 393–446. CEC 507–518 (June 23: 4,000 at 516). Healthcare resumed June 25 at 475. Physicians record-low 169. Pool: 239,645 candidates (June 21). The May 28 French draw (#418) had a technical error that skipped eligible candidates — IRCC confirmed it's resolved and affected candidates have now been invited.
  • Added: CUAET/Ukrainian measures section — work-permit extension window now runs to March 31, 2027.
  • Integrated external research (June 2026 upload): added a full §16B spouse-reunification playbook for a worker in Canada (incl. CUAET) with a spouse abroad — corrected SOWP eligibility (TEER 0/1 or select TEER 2/3, 16-month rule, PNP/AOR triggers), a route decision guide, document checklists, letter templates, and fees. Also tightened the §13 CUAET facts (overseas intake closed Jul 15 2023; family PR pathway closed Oct 22 2024) and cross-linked the §8B spouse strategy. Correction: earlier editions implied a spouse could work simply because the worker holds an open permit — that is wrong, and is now fixed.
Honesty note, repeated: the odds scales remain my analytical synthesis of allocations, draw activity, cut-offs and stream openness — IRCC publishes no official per-province or per-field odds. Directional guidance, not guarantees. And in a transition era, shelf-life is shorter than ever: verify on canada.ca and provincial sites before acting.

★ The Express Entry Overhaul — What's Actually Proposed

The biggest structural change since Express Entry launched in 2015. Proposed April 1, 2026; consulted through May 24; implementation expected over 12–18 months, though some CRS changes could arrive faster via Ministerial Instructions.

The merger

FSW, CEC and FST would be repealed and replaced by one Federal High-Skilled Class. Express Entry itself, the CRS ranking, and the ITA process all continue — only the underlying program architecture changes. Rationale: roughly half of all recent ITAs went to candidates who qualified for two or more programs simultaneously, so the distinctions were creating friction without adding selection value.

The new High-Wage Occupation factor

The centerpiece. Extra CRS points for candidates whose occupation (by NOC, using Statistics Canada / Job Bank medians — not your personal salary) pays above the national median wage, in three tiers:

Points would attach to your Canadian work experience or a valid job offer in a qualifying NOC — partially reviving job-offer points (removed March 2025), but only for high-wage roles. The official occupation list isn't published yet and would be updated annually.

What the leaked deck says gets cut or reduced

Proposed reductions (not final): the spousal factor grid removed entirely (up to 40 pts gone, no replacement); sibling-in-Canada, Canadian-study and French-proficiency bonuses flagged as "weaker predictors" that could be scrapped or sharply reduced; the PNP +600 possibly scaled back to avoid double-counting; and raw Canadian work time devalued relative to earnings. Critics note this could disadvantage recent graduates and mid-career professionals whose occupations sit below the median wage.
What's protected: Anyone already in the pool or invited under current rules is processed under current rules. IRCC explicitly confirmed FSW/CEC/FST rules apply until new regulations pass. That's the strategic core of this edition: the current system — French draws at ~400, CEC at ~510, the full +600 PNP — has a visible expiry window. Use it.

On May 30, 2026, Ontario revoked all nine OINP streams under O. Reg. 47/26 — the largest single change in the program's history.

Your moves: (1) have your Ontario employer register on the mandatory Employer Portal and prepare a fresh job offer + employment-position approval NOW — old ones were withdrawn and everyone restarts together; (2) gather your documents so you can file an EOI the day the portal opens (early profiles win ties); (3) keep parallel tracks running — Alberta (2,552 ITAs June 3) and federal category draws don't wait for Ontario; (4) self-employed physicians: you can pursue the no-job-offer track — get CPSO + OHIP paperwork in order.

Score rises from Frozen to Rebuilding: real again, but gated and unproven. *BC: rebuilt around a "Care, Build, Innovate" frame — June draws targeted construction and care sectors plus entrepreneurs and "High Economic Impact" candidates (484 ITAs April 29, 410 in a later draw). Outside healthcare, construction, or a high-impact profile, BC remains tough.

The standings stay counterintuitive: Manitoba and Saskatchewan remain the best odds for an average candidate. Alberta strengthened — 2,552 invitations in a single June 3 draw is the most active large-province cadence right now.

Practical read: until Ontario relaunches, the realistic large-province plays are Alberta (most active draws — 2,552 ITAs June 3) and Saskatchewan (priority-sector reservations incl. tech). Healthcare and construction are welcome essentially everywhere. Software still routes through AB/SK PNP, CEC, or French — not federal draws.

★ Assets & Activities — What Actually Helps (and What Doesn't)

A frequent and costly misconception: that buying a house, a car, or making donations earns immigration "points." For the main economic programs, most of these do nothing directly. Here's the honest breakdown of each factor, with the provinces where it genuinely matters.

The single most important myth to kill: Buying property — a house, condo, land, or any real estate — does not grant, and does not add points toward, permanent residence. Canadian immigration authorities do not offer PR as a result of property ownership, and economic applicants must meet every eligibility requirement regardless of what they own. Property is a lifestyle/investment decision, not an immigration lever. (It can play a supporting role in business streams — see below — but never as a standalone path.)

Entrepreneur reality: these are not passive "buy-your-way-in" schemes. Every active stream requires active, on-site management (often 75%+ physical presence within ~100 km of the business), real job creation for Canadians, a Business Performance Agreement, and third-party net-worth verification (KPMG/MNP/Grant Thornton) of traceable, unencumbered funds. Full timeline to citizenship typically runs 5–8 years.

One legal note on the property side

A federal ban restricts most non-Canadians from buying residential property, currently extended through to January 1, 2027. Exemptions exist (work-permit holders with 183+ days remaining; purchases under $500K with study/work history; buying with a citizen/PR spouse; recreational property and land outside Census Metropolitan/Agglomeration areas). Provinces like Ontario and BC also levy a Non-Resident Speculation Tax (up to ~25%). So property is not only immigration-neutral — for many newcomers it's currently restricted or heavily taxed. Sort your status first; buy later.

The early-June pause — resolved as predicted: after going quiet in early June, IRCC resumed with a CEC round on June 23 (4,000 ITAs at 516 — inside the predicted 516–522 band) and a healthcare round on June 25 (4,000 at 475). The rhythm of roughly one draw week alternating with one quiet week continues. Also note: the Agriculture & Agri-food category was retired for 2026 — candidates who relied on it need a new plan.

Age advantage — full CRS points by age (single applicant)

Age is worth up to 110 points for a single applicant (100 if you apply with a spouse). It peaks at 20–29 and decays to zero at 45. This single factor reshapes strategy for anyone over 35.

If you're 38–45: you're giving up 50–80 age points versus a 28-year-old, so you must win those points back elsewhere — a PNP nomination (+600) that dwarfs the age gap, French (NCLC 7+), CLB 9+ English, Canadian work experience, or Quebec's QSWP, which weighs age more gently and has no hard age cut-off. The clock literally costs points every birthday, so enter the pool before your next one if you're near a threshold (e.g. turning 30, 35, or 40).

The spouse-abroad strategy — a genuine, legitimate advantage

One of the most under-appreciated levers: whether your spouse comes with you changes your score, and a spouse can also be used to build points or kept abroad and sponsored later. Used honestly, this is powerful; used as a fiction, it's misrepresentation.

Why "non-accompanying" can raise your score

If your spouse is declared non-accompanying (or is already a citizen/PR), you are scored as a single applicant — which raises the maximum points available for your own age, education, language and Canadian experience.

Worked example (IRCC's own illustration): Shannon, 27, Canadian master's, CLB 9+, 1 yr Canadian + 1 yr foreign work. With her husband Jeff (high-school education, CLB 6) accompanying, her CRS is 513 — below 2025 CEC cut-offs. With Jeff non-accompanying, she's scored as single and her CRS rises to 539 — enough for recent CEC draws. Same people, 26-point swing, purely from the accompanying designation.
The hard rule — do not fake this. You may only declare a spouse non-accompanying if they genuinely will not move to Canada with you (real reasons: a job, business, family care, or timing abroad). If you intend to live together in Canada but declare them non-accompanying just to score higher, that is misrepresentation — penalty is PR refusal and a 5-year ban. You also can't credibly claim "non-accompanying" if the spouse is already in Canada with you on a work permit. All spouses must still be disclosed and medically examined regardless.

Important correction & detail: a spouse abroad does not automatically get to come or work just because you hold an open work permit. The spousal open work permit was tightened on January 21, 2025 and again in 2026, and the rules are specific enough that they get their own section — see §16B "Bringing a Spouse Abroad to Canada." If your route to PR runs through a provincial nomination, note one powerful fact: a PNP nomination certificate, or an Acknowledgement of Receipt (AOR) on your Express Entry PR application, can itself unlock a spousal open work permit — sometimes faster than the worker-TEER route.

Every Canadian occupation has a five-digit NOC code; the second digit is the TEER (Training, Education, Experience, Responsibilities). This single number decides Express Entry eligibility: TEER 0, 1, 2, 3 = "skilled" and eligible; TEER 4, 5 = not eligible for FSW/CEC/FST. Verify your code at the NOC tool — officers classify by your actual duties, not your job title.

The TEER 3 → 4 line is the most consequential boundary in the whole system. Work experience in TEER 4 or 5 earns zero toward Express Entry — even 10 years of it. And category draws (healthcare, trades, STEM) filter by exact five-digit codes that are almost all TEER 1–2, so an adjacent TEER 3 role (e.g. dental assistant vs. dental hygienist) won't be invited even with a high score. If you're in TEER 4/5, your realistic doors are caregiver programs, the Atlantic Immigration Program (accepts some TEER 4 with a job offer), the rural pilots, and specific PNP streams — not federal skilled draws.
Same job title, different TEER: a Registered Nurse is TEER 1 (31301) but a Registered/Licensed Practical Nurse is TEER 2 (32101); a head chef is TEER 2 but a line cook is TEER 3 and food prep is TEER 4; a systems analyst is TEER 1 but a network technician is TEER 2. Always match the NOC lead statement and duties — at least ~50% must match — not the title on your business card.

Backlog reality check: the ~102,000 pre-existing non-EE PNP applications mean IRCC can hit much of its 2026 admissions target from the queue. New paper-based PNP files still face ~13-month processing. The +600 is the prize; patience is the price.

The "33,000 pathway" generated months of confusion. The May 4, 2026 IRCC update settled it — and it's narrower than most hoped.

Strategic meaning: you can't "apply to" this program — you can only already be in a qualifying queue. The actionable insight is upstream: applications through rural/Atlantic/community streams now carry a hidden acceleration bonus that big-city applications don't. One more reason the small-province strategy beats the Toronto default.

CUAET / Ukrainian Measures (new section)

~300,000 Ukrainians and family members came under CUAET since 2022. The temporary scaffolding was extended again this spring; a dedicated PR pathway remains advocacy, not policy.

★ Bringing a Spouse Abroad to Canada — Practical Playbook

For a worker already in Canada (including on a CUAET / open work permit) whose spouse is still abroad. This is the most common real-world reunification scenario, and the rules changed materially in 2025–2026. Built from current IRCC guidance.

Two rules that prevent the most common mistakes:
1. Entry permission ≠ work permission. A visitor visa lets your spouse enter as a visitor; it does not let them work. A work permit must be issued before they start any job.
2. Marriage does not create status. Marrying a worker in Canada does not automatically give the spouse a visa or work permit. They must apply under a specific category and meet its requirements — and your CUAET/open permit by itself does not make them eligible.

Spousal Open Work Permit (SOWP) — who qualifies in 2026

Since January 21, 2025, the SOWP is no longer available just because you hold any work permit. Eligibility now depends on your occupation's TEER level and how much time remains on your permit — or on your being on a recognized PR pathway.

The detail that sinks applications: eligibility follows your actual NOC duties, not your job title. A "coordinator" or "analyst" title doesn't guarantee TEER 0/1 — the duties must map to an eligible NOC code. Get a written employer letter stating your title, duties, and the NOC/TEER code. And the 16-month clock is measured from the date IRCC receives the spouse's application, so if your permit is running short, fix your status (CUAET extension or renewal) before the spouse applies.
If you're a CUAET holder: most professional IT occupations are TEER 1, so the SOWP route is often open to your spouse — provided your permit has 16+ months left. If it doesn't, apply for the CUAET open-work-permit extension (up to 3 years; deadline March 31, 2027) first, then have your spouse apply once your renewed permit gives the needed runway. Obstacle: "Front desk clerk" (64314) is TEER 4 — zero Express Entry value, and age 41 pays only 39 points anyway.

The play: The tier, not the industry, is the problem. A genuine food service / accommodation supervisor role (62020/62022, TEER 2) with documented supervisory duties changes everything: FST-adjacent no, but AIP designated employers take TEER 4 anyway, and a supervisor NOC opens SINP/MPNP skilled streams. Route: Atlantic designated hotel employer → AIP (CLB 4–5 suffices) → PR; the small-community address also queues TR→PR acceleration.

Timeline: employer search months 1–10 (the hard part) · AIP endorsement + application months 10–20 · PR ~month 26.

TEER 4/5 profiles don't fight the CRS — they route around it through Atlantic/rural employer streams where the job offer IS the application.

The candidate the 2026 system loves most

Obstacle: Thinks his 434 CRS is fatal. It isn't — he's reading the CEC table.

The play: French draws cut 393–446; he's already inside the band. TEF Canada exam month 1, pool entry month 2, and he stacks two categories (French + Education 41220). Post-ITA, provincial teacher certification starts immediately (it gates employment, not PR). FCIP communities and francophone-targeting provinces (NB!) are the backup that likely never gets used.

Timeline: ITA plausibly within 1–3 French rounds · PR ~month 10–14. The fastest arc in this whole section.

The French category remains the single lowest door in the system — and it's flagged for future cuts. Native/strong French speakers should move now, not optimize.

Zero age points, maximum system demand

Obstacle: Age 45 = 0 CRS age points. Everyone tells her she's too old. The physicians category needs Canadian experience she doesn't have.

The play: The two-stage arc: (1) credential first — MCCQE + provincial licensure (or a practice-ready assessment province: SK, NS, NB run PRA routes) → (2) recruited physician job (rural health authorities sponsor aggressively) → work permit → after months of Canadian practice, the physicians category (cut-off 169!) or OINP's no-offer physician track, or NS's dedicated stream, makes the CRS math trivial — 169 is reachable even at 0 age points.

Timeline: licensing 12–24 months · recruited role + permit · PR within ~12 months of first Canadian shift.

For physicians the CRS is a formality; the whole game is licensure + a recruiting health authority. Age is nearly irrelevant on this route.

★ Transition-Era Path Guidelines

The decision framework, rebuilt for a system mid-overhaul. In order.

1 · DECIDE YOUR REGIME: RACE THE OLD RULES OR POSITION FOR THE NEW
Use §18. Old-rules-favored profiles (French, spouse points, nomination in hand) should sprint for an ITA in the next 6–12 months. High-wage-occupation profiles should still enter the pool now but also document earnings and seniority for the coming factor.
2 · ANCHOR ON A PROVINCE THAT WANTS YOUR FIELD — AND IS ACTUALLY OPEN
The matrix (§6) plus stream status. Right now that means AB/SK/MB for most fields, healthcare/construction anywhere, and not Ontario until it relaunches.
3 · GET INTO CANADA, INTO SKILLED WORK, OUTSIDE A CMA IF YOU CAN
In-Canada candidates take ~40% of PR. Smaller-community residence now also unlocks the TR→PR acceleration if you later file through PNP/AIP/pilots. The Toronto default has never been weaker.
4 · ENTER THE EXPRESS ENTRY POOL TODAY
Early timestamp wins ties; current rules are grandfathered for those invited under them; a surprise category draw can catch a waiting profile. Zero downside.
5 · RUN PARALLEL TRACKS — EE + AT LEAST ONE PNP
The +600 still exists today and remains the most reliable accelerant. File while it's worth 600, not after any trim.
6 · USE FRENCH NOW, EVEN THOUGH ITS CRS FUTURE IS CLOUDY
Six French draws by May at 393–446. The category exists today and is the lowest-cut-off door in the system. A flagged future reduction is a reason to hurry, not to skip.
7 · DOCUMENT EARNINGS, NOT JUST DUTIES
New for 2026: keep T4s, pay statements, and promotion records. The coming system scores your occupation's wage band and rewards demonstrated high earnings ($50K+ as a temporary resident was a flagged marker).
8 · VERIFY YOUR NOC; START CREDENTIAL RECOGNITION EARLY
Codes decide category eligibility and will decide wage-tier placement. Regulated professions: begin recognition the day you decide — it outlasts every other timeline.
9 · BUDGET, USE LICENSED HELP, AND RE-VERIFY MONTHLY
~$2,500–4,000 single / $4,500–7,000 couple all-in plus settlement funds. CICC-regulated RCICs or lawyers only. In a transition era, stream status changes monthly — recheck official pages before every filing.

If you ever made an error on a prior application: don't paper over it. An honest correction is recoverable; a contradiction that looks like concealment triggers misrepresentation findings. When in doubt, get a CICC-regulated consultant or immigration lawyer to review before you submit.
§19C

After the ITA → PR → Citizenship

The guide mostly ends at "you get invited." Here's the rest of the journey: completing the application, landing, keeping your PR status, and naturalizing.

Stage 1 — From ITA to landing (the e-APR)

Submit your complete electronic Application for PR (e-APR): passport, language results, ECA (FSW), reference letters, proof of funds (FSW/FST), digital photo, and details for all family members.
PAY FEES + BIOMETRICS
$990 processing + $600 RPRF + $85 biometrics (single). Give biometrics within 30 days of the request letter at a collection point.

COPR + PR VISA
On approval you get Confirmation of Permanent Residence (and a PR visa if from a visa-required country).
LANDING
Activate PR — at a port of entry, via the PR portal, or a "soft landing." Your PR card is then mailed (first card free if you complete the process within 180 days).

Stage 2 — Keeping PR: the residency obligation

The rule that quietly costs people their PR: you must be physically present in Canada at least 730 days (2 years) within every rolling 5-year period. It's checked at PR-card renewal and at the border. Fall short without a valid exception and you can lose status.

The full arc, realistically: from a fresh skilled-worker profile to citizenship is typically ~4–6 years — roughly 1–2 years to land as a PR, then ~3 years of physical presence to qualify for citizenship, plus processing. Canada permits dual citizenship, so you generally needn't renounce your original nationality (check your home country's rules). The pre-PR ½-day credit means students and workers who spent time in Canada before PR often reach the 1,095-day mark faster.
